[CQ-Contest] Simple solution to address CQ WW CW problems

Require anyone with a potential top 5 category placement to submit a recording
of all 48 hours of the contest effort along with their log.

Clicking packet spots unassisted?  Easy to spot. 

More than one TX signal at the same time?  Easy to spot. 

2nd op at another QTH working mults for you during the contest?  Easy to spot. 

There are already a number of high scoring ops that are habitually recording
themselves operating contests already.  K5ZD is even broadcasting live 48 hour
audio on the Internet in real time!  

Add it to the rules.  No recording?  No contest entry.  No excuses.
