[CQ-Contest] Looking for logs

Its that time again.  The log submission deadline for all of the Fall
contests is past.  The Spring contest season is about to begin.  Looking for
your logs from the major contests to help improve the Super Check Partial
database.  Especially looking for logs from CQ WW Phone and CW.

Next version of the SCP files will be generated around February 15.
