[CQ-Contest] Congrats to WAEDC committee for excellent administration of the WAE contests

I just want to say congrats and thanks to the WAEDC committee for their 
outstanding administration of the WAE contests. 

They produce their contest results in a timely fashion, make them all 
available on the web, and new this year is a contest certificate for 
each entrant available as a PDF file via their web site, so the entrant 
can print his own certificate, if he so desires.
