[CQ-Contest] Self Spotting

I am really surprised that this thread has gone on so long. There is no
"controlling legal authority" on this cluster when it comes to the rules of
these contests. If you believe strongly that the rules allow you to
"self-spot" then please do so with regularity. Your entry will either be
accepted or not.
