[CQ-Contest] wpx rules conflict

I fully agree - M/2 can be interpreted as being a serial nbr for each of the
two radios however undr Exchange it states Multi Station Multi operator
stations the Serial Nbr is by band.
 
The Wintest authors took this literally and assign a serial # per band even
in M/2
