[CQ-Contest] Counting DC as a Multiplier and Not as Part of Maryland.

In NAQP and NA Sprint, North American DX entities count as multipliers.  
I can't imagine that 4U1UN would not be a multiplier, same as XE, YS, 
KP4, etc.  73, John, K4BAI.
