it appears that NAQP's goal is to work the states/provinces and territories of North America - yet DC, a unique territory, is lumped into Maryland, thus making it nothing special. i would think that it would be a mult based on it being an unusual territory, unlike any other in North America. i guess it's nothing special and too hard to work so it's better to ignore it and brush it under Maryland's carpet. that way it can be far easier to get all the mults... as Eric pointed out, not all the mults are active. does it make sense to limit a mult that has contesters who are active?
FYI- WAS does not include Puerto Rico, Virgin Islands, American Samoa, or Guam. they are not states and neither is DC. so much for that straw man. the US Mint is extending the State Quarters series to include 5 territories - Puerto Rico, Virgin Islands, American Samoa, Guam, and the District of Columbia. seems the US Mint thinks it should be a mult too ;)
