The percentage of change between 25 degrees north and 45 degrees 
north (Florida Keys to US/VE boarder) is relatively small - more 
than the amount of "water" in grid squares that cover Florida. 
Now if you wanted to compare the area of grid squares in Brazil 
vs. the area of grid squares in UA0, I'd admit that the differences 
are significant.  Still, if you can come up with another easy to 
administer system that specifies club area in a "n" square miles 
or 'n' square km format, be my guest.  

Circles, as shown by Pete, aren't the solution - even without 
considering that a circle totally screws Florida.  Florida is 
only 150 miles wide (St. Petersburg to Daytona Beach) but is 
425 miles from Homestead to Tallahassee.  Any circle is 50% water 
and still fails to contain at least one significant portion of 
the state.
