[CQ-Contest] Going Around in Circles: Improving Club Competition

This is a win-win.
Standardization would make things easier on the clubs and the sponsors.

Lets have ONE COMMON CIRCLE that is acknowledged for all contests.
This makes enforcement a LOT easier on everyone.

What a novel idea, a club could tell prospective members:
"You must be xxx Km from our center at y.y.y to submit scores for our
club in ANY contest".
