I disagree with the conclusion of the discussion by N2IC. It is the US hams responsibility to know where to transmit. It is not a foreign ham's responsibility to "not tempt US hams" out of band.
If other countries define the band allocation different than the US it is no different than a US ham being tempted to call simplex for a mult on 7070 or something using SSB.
I can't speak for their countries of how they define it and don't need to.
Is it also a US hams fault if we say listening 7005 and a EU ham calls us potentially violating his rules. I have no idea of his country's rules and don't care. If he shouldn't call me, then he misses the Q, just like I missed many a Q last weekend by not calling simplex below 7125.
When you hit the transmit button you should know whether you are legal. End of discussion.
