It's now 20:03 UTC and there are a bunch of guys on 20 meters working SS
QSOs.

Considering the rules clearly state the contest starts at 21:00 UTC, where
does this leave them? Where does it leave the rest of us waiting for the
actual start of the contest?

Announcing the "Sweepstakes Mackerel Award"

For the operator who can claim the highest score in the 2000Z - 2100Z 
"Pre-Sweepstakes" contest, scored as follows:

Number of contacts between  2000Z - 2100Z times the multiplier.  This year 
the multiplier will be the number of stations worked between  2000Z - 2100Z 
who were not later worked between 2100Z and 0300Z, the real contest period 
(of course, because you are a dupe).  Submit your logs to Kelly, VE4XT.
