I think much of the problem with cut numbers is one of expectations. One
expects to hear a cut number for a leading zero in the serial number
especially early in the game but I know that NN for year would cause me to
pause. Even T6 for 06 in the year would not be normally expected as most of
the years were before 2000 and so numbers are always used. So a T is out of
the ordinary.

I used NN VT instead of 99 VT. I got asked for a lot of fills.
I found this strange... N for 9 is VERY common. If I sent NN as the fill,
they get it immediately.
... then there are the other guys who send 006 as the serial number!
Every leading zero is a waste of bandwidth, cut or not.
