[CQ-Contest] Spotting networks: DX or Contest?

I thought I'd break off this thread into something more specific.

When there is a big domestic contest (apologies to our friends outside CQ Zones
3-5), invariably there will be complainers on packet, "why all the USA spots
from USA stations" yada yada yada. Here's an example from last weekend (call
withheld):

04 Nov NOCALL-@ (2237Z) : why fill up cluster with USA stns ?

How does one educate the users of what can now referred to as the DX Cluster,
that said cluster had its roots in contesting (ask AK1A and K1EA), and that
these spots constitute "fair use"?
