[CQ-Contest] Cabrillo to CT converter version 4.0 (beta) needs testing

Unless there are strong objections, I'm planning to drop DOS support entirely,
and release only a graphical Windows program (no command line).  I have Windows
Vista 64 at home, and can no longer run the DJGPP compiler I used to use to
make DOS programs.  Supporting a command-line version for Windows is still
possible.

Let me know ASAP if this affects you.
