[CQ-Contest] TQP vs CQ RTTY

For a while, the ARRL had 7040 as both the QRP frequency and the RTTY
DX frequency, an incredible mistake. Recently, without much fanfare,
they moved the QRP freq to 7030. I will try to avoid that freq in all
contests.
