[CQ-Contest] CWSS and daylight savings time

That is correct.  For years the daylight savings time change took place
during CQWW and everything went ok computer loggingwise.  It will be nice to
have CQWW end at 7pm instead of 6pm for once.  Don't know why, I just like
contests ending at 7pm for some reason.  Must make me think it is still
summer-and 6m Es season!
