Because Microsoft apparently doesn't understand the
concept of GMT/UTC - or more likely doesn't trust its
users to understand it. 

Casablanca and Monrovia keep their clocks set to UTC
all year round so it works, but it grates every time I
see it! And some software programs see that my
computer is in Africa and decide that my closest
update mirror is nowhere near Canada...
