A fine point regarding Part 97:

The 2nd harmonic spec. may well be 48db down (at 1.8 MHz or whatever), but that is the limit on spurious radiation whether or not anyone is interfered with.  Harmful interference, if it actually occurs, is always a violation, regardless of the power (just as a Part 15 device cannot legally interfere with a licensed service, even if it otherwise complies with Part 15).
