NOT QUITE! What is paperwork? If you send cards to ARRL HQ, you do not need
to enter QSO data on your application. The data is entered directly from the
cards.

THEREFORE, you MUST indicate ON THE CARD which Qs you want. If you simply
list the Qs you want on an application, everything on the card will still be
entered into the DXCC system, and you will be charged for those credits
(over 120, of course).

If  a card has multiple QSOs on it, if you indicate on your paper work to
the ARRL  what QSO you want credit for,  you are then excluding all the
other QSOs and will not be charged for these contacts.
