[CQ-Contest] Another way to be a lid

I guess I don't understand the aggravation. Shelby. Are you saying that 
someone with a short, recognizable call, relatively fast CW and a loud 
signal shouldn't call a station unless he (or she) is the first to begin 
calling the station?
