[CQ-Contest] Using ON4KST-chat

Pete,

beside the UK, that prohibits using these means "actively" (that means, UK 
stations may not ask for QSOs on their QRGs, but they may be in that chat and 
happily respond to other stations QSO requests), all countries i know of have no 
specific regulation. So, its not "allowed", but "not explicitly forbidden".

Beside that, why is packet only one-way? ON4KST-Chat is also easily accessible via 
packet. There are more than enough PR-internet-gateways nowadays, and ON4KST chat 
offers a telnet access with low bandwidth consumption.
