[CQ-Contest] ARRL DX Contest Log Checking

I quickly glanced at my log checking report for the ARRL DX Phone contest 
and I see that a number of U.S. contacts were removed from my log due to the 
callsigns not being issued.  According to the FCC data base most of these 
callsigns were newly issued prior to the contest so they were valid 
contacts.   Has anyone else been penalized for working new hams?
