FWIW, the OED also says that 'Umpty' comes from the Morse dash. I would assume that is the noise from a Morse sounder ('relay') making a dash rather than any particular character. To confuse matters further, the OED (actually the Shorter Oxford Dictionary which is 'only' 2 volumes) also says there is a 19th Century derivation with a Latin root, and the same meaning, but doesn't explain further.
