[CQ-Contest] RTTY replace CW contesting??

I see that the NA RTTY Sprint's are changing their rules to be in-line with the 
CW and SSB Sprint's. No more work-em-again, over-and-over silliness.

If a relatively small contest like RTTY Sprint can do it, certainly the big 
contests, such as CQWW RTTY and WPX RTTY, have enough activity to have the same 
rules as the CW and SSB versions of these contests.
