[CQ-Contest] SS exchange & lazy folks

I'm not a genius when it comes to the rules but, and this is a bug BUT, it 
seems to me if you QSL'd the report then you are compelled to log it. If you 
willingly submit a log with contacts you deleted, because you think you are 
an arbiter of the rules, then your log should be DQ'd.

Wow, had 3 QSOs so far that the other guy skipped his call in the exchange.
the rules clearly state the call IS part of the exchange. if you don't send
it,  I don't log it.
