[CQ-Contest] SS SSB And Your Callsign In The Exchange

As I understand the controversy, using your scenario below, the exchange 
would be :

N3LI: W5OV 123 Alpha  99 EPA (or is it WPA?)

and that, in my mind, is clearly against the rules....
