Your example is perfectly within the rules, but a little misstated. It should be 
this:

Station A is the RUN station, on 15 meters
Station B is the MULT station, on 20 meters

At time > 10 minutes

Station A becomes the MULT station, on 15 meters
Station B becomes the RUN station, on 20 meters

As long as your submitted Cabrillo log correctly indicates 0 (RUN), and 1 (MULT) 
  in the rightmost column, all is well.
