Interesting.  Any idea why an SSN of 21 was (apparently) used?  If the
analysis was done with a VOACAP-based tool, the NGDC SSNs are recommended,
and the value there for Oct 2008 is SSN = 6.  Using a higher SSN would
probably bias the results toward higher frequencies.

propagation between CQ zones.
