[CQ-Contest] Skimmer in WAE CW?

WAE rules has been changed. You now can use up to 7040. Still a 
violation of what was agreed in Region 1, (during large international 
contest only contest-free segments are 10, 18 and 24 MHZ ) but its 
better then then it was before.
