Might one consider the opposite possibility -- that the inspections are intended to prove that most of the winners are NOT cheating?


There is a certain impression outside contesting that certain signals cannot possibly be generated by a transmitter of only 1.5kw.  Those of us who've 
been to those stations know that it's aluminum -- not RF -- that's responsible.
