If there's a problem here, I don't think it's a 2nd or "mult" station 
problem.

Unlike all other categories, there's no explicit "one signal at any one 
time" or "one signal per band" rule for M/S in CQWW. Some might be 
inclined to read the unique absence of such a rule as indicating intent.
