[CQ-Contest] IARU R1 proposals

The one BIG problem I see in limiting contesting to a specific set of frequencies are how they will affect the big gun stations that sit on run frequencies for hours on end. There is not enough bandwidth now for all of them now, and there are more stations that fit the big gun status than ever before. Imagine if they were limited to squeezing them all into 100KHz of space? Let the QRO wars begin!

An interesting set of proposals. As a radiosport enthusiast, I'd be concerned about this one:

===Contest-free sections in all HF contests===

The Emcomm folks are being quite vocal about this issue, and are being rather unreasonable.

Add to that, the MMSN folks are all bent out of shape....
