[CQ-Contest] anti-contest petition MMSN

Remember, this is not a petition to the FCC.  This seems like an open ended 
petition directed at contest sponsors (e.g., the ARRL and CQ).

Mind you, that the petition would eventually like to influence national 
level clubs - i.e., DARC, RSGB, RAC, ARRL, etc.

There is where the real problem is - as was aptly demonstrated this past 
summer involving the WAE contests..
