[CQ-Contest] Format of MASTER.DTA file?

Good day, everyone:

I'd like to write a simple program that uses the data from the various super
check partial files (dta files).  Is the format documented anywhere?  The
dta files are binary.  I know about the scp file (ASCII), but it includes all
callsigns and the dta files are available for US/VE and DX.
