It's a catch 22.

Although the prefix "KP5" is reserved for Desecheo, no KP5xx callsign will 
ever be issued.

You can only get a KP5xx callsign if you have mailing address on Desecheo.

There are no mail addresses on Desecheo.

Same situation for KP1, and several Pacific islands like KH3, etc.
