[CQ-Contest] No US DX Only - ARRL DX

OK  On  sending   DX only but in many of the cases that are stated,  IF you 
send  DX Only...   AT least half of those callers won't be able to read the 
35 WPM that the CQ and  DX only is being sent at.

Most will be newbies who have to work at the call sign for 4 or 5 times just 
to get the call then the section.

Work UM , Log um and then for the contest log just let the Contest committy 
deal with them.
