[CQ-Contest] REQUEST: ITU zone info for CTY country files

It's not always quite that simple. Having the wrong zone in the CTY file can cause your logger to send the wrong zone in the exchange for the first 15 qso's, causing your log to get scored in the wrong zone.
Don't ask me how I know :)
