[CQ-Contest] WAEDC CW: only for Extra class USA

Maybe 40m needs to be elminated as a competition band till it gets 
straightened out allocation-wise in a couple of years.

Can you imagine trying to contain 40 meter QSO's with region 1 during a big contest like CQWW CW in just 25 kHz?  "we as contest sponsor are more or less bound to these recommendations."  Thankfully the ARRL is handling it differently in Region 2.
