[CQ-Contest] WAEDC CW: only for Extra class USA

The comment in the 2009 WAE rules regarding "contest free" windows is
inconsistent with the statement dated 29 March 2009 published on the IARU
web.

The IARU statement refers to "contest preferred" and clearly provides for
contest use outside of preferred segments where activity levels require it.
"Contest free" gains mention only in respect of 30/17/12m bands.
