Its  nice  to see someone that eager to care about poor Russians. What
are trying to do, to question all operations made by Russian hams last
decades?

Leave demonizing Russians to CNN and Foxnews, it's their job :)

What  about  RA3CO  he still persists he was told he can use station's
owner  call  from  the  very  first operation, and I see no reason for
disbelief.

What  about  other  Russians,  the  answer  seems  obvious  - they get
temporary licences.

Thats  alright,  just please note that even CEPT and US licence do not
allow  you  to  operate from FK, FO, FR/B, FR/E, FR/G, FR/J, FR/T, FT,
FW,  JW,  JX,  3Y, ZB2, you will still need a temporary licence. Seems
logical  to  ask  for  "Proof of legitimacy" for all recent operations
from  all  these  "CEPT"  places  too. Not to mention all other places
outside of CEPT and IARP unions.
