[CQ-Contest] Encouraging contest participation

Ron,

Your answer can be found in your own message.  The problem with LoTW 
isn't with the people who want to get the confirmation ... the problem 
is with the people they want to get their confirmation from.  Any ham 
participating in a contest has a pretty low expectation that the guy on 
the other end will submit his logs to LoTW after the contest.  The 
submission rate among contesters is much better than for hams in 
general, but it is still pretty marginal.
