[CQ-Contest] 59(9) all the time!

What if I had my gain up, and could not tell the signal? Or,  what if I 
were using a homebrew rig, or if my S-meter was not working??  Not deceptive at 
all!

And it's not like he's asking for something new.

Here it  is in my 1954 FCC Part 12 Rules and Regs.....

§ 12.158.  False signals.  No licensed radio  operator
shall transmit false or deceptive  signals or communications
by radio.

An  inflated RST is certainly a false/deceptive signal, I'd say.  Then 
again,  
I 'spose so are my variable CK reports in  SS.
