OO's don't issue public reports.  They issue private notices.  In extreme 
cases they involve the regulators.

I think everyone (or at least most of us) think that K1TTT's investigations 
would be useful if they were privately handled (and in appropriate cases 
sent to the contest sponsor), but his public jeremiads displays are 
distasteful to reasonable people.
