Terry,
  I don't think your counter-example is really counter to the explanation. 
The rules seem to essentially state that once you have used up your 36 hours 
of maximum operating time, any further time is not counted, regardless of 
whether it is "off" time, or simply however many minutes are left until the 
end of the contest.
