Doug,
In your example given, start your operation 11.5 hours after the beginning
of the contest and then operate 36 stright hours, there is no ""OFF" time.
You have simply operated the 36 hour contest without taking "OFF" time.
In order to be "OFF" and have "OFF" time counted, there is an implied
message that you have been operating (ON), are taking time "OFF", and will
return to be "ON".
There is the implication by words that "OFF" time has to be "sandwiched
between QSOs". Otherwise you are not "OFF". You have either not started to
operate, you are finished operating without operating the total allocated
time, or you have completed your allotted operating time.
During an official contest time period, time before being "ON" in the
contest (making the 1st Q) and any time after the last QSO are not "OFF"
time.
