[CQ-Contest] Relief for 40M in sight?

Reading about the impending release of 7100-7200 KHz for use by amateurs in 
Regions 1 and 3, I'm encouraged to ask whether this might bring about some 
relief in the congestion that occurs during contests on the low end of 
40.  It would seem that moving the broadcasters out should reduce pressure 
on both SSB and RTTY operators to utilize the frequencies below 7100, 
making it possible for the de facto CW/RTTY and CW/SSB boundaries to move 
up.  Perhaps it's not too soon to ask whether the relevant IARU band-plans 
should be revised.
