[CQ-Contest] Ban all contest spotting?

It seems for me there is way to solve this problem to consider 
to install the pure (honest) unassisted cotegory

- add to the Cluster protocol one more filter which could be 
  fill out by sponsor by claim from people who want to participate
  as unassisted.

- No selfspotting, no helpers and competitor spots

- other people play their game with cluster as usual ;)
