Three words:

Strategy.
Abuse Prevention.

The first is obvious.

The second... well, without something like the 10 minute rule in place,
what's to stop some ethically challenged operators from having more than one
mult station operating, while claiming that there is only one actually in
use?

I see no need for a change.

I have always wondered what is the purpose of the 10 minute rule as it
applies to the multiplier station in MS 

 It seems that the purpose of the multiplier station is to maximize the
mults and it is counterproductive to force it to sit on a band that may have
only one multiplier available for 9 and a half minutes when there are
multipliers to be worked on other bands

especially with the packet clusters spotting for multipliers it seems like
this rule is out of date and should be changed to permit unrestricted
roaming of the multiplier station as long as there is only one multiplier
station in use at a time
