[CQ-Contest] Is holding QRG's legal?

It's really sad (to me) that some contest rules seem to be in a never-ending
state of flux in a vain effort to outmaneuver those who would game the
system. This is a hobby, and it's supposed to be fun!

If someone wants to engage in this sort of behavior, let them. Should anyone
really care over the long haul? It's really easy to cheat, if that's what
someone wants to do.

By and large, ham radio contest rules already are too complex.

I wouldn't even say that it is ethical behavior for a multi-op.

Unfortunately, the rules are silent on this.
