[CQ-Contest] CQ WW Operation Announcement - Suggestion

I am not entirely sure that seeing hundreds of announcements on this 
reflector would be a good thing.  If this "rule" is true, there should be 
another list devoted to it; otherwise, I can see this just getting out of 
control.
